You can have one or two rechargeable LED lights with motion sensors and place along the stairs at shoulder height and whenever you walk near the light it'll light up and at that height, the kitty would not set it off.Which is why I use one of those headlamps when I come downstairs in the early morning, because you never know. In fact, I was able to dodge 2 piles on the steps just a few days ago. By the way, I don't turn on the lights, so as not to disturb Michele's sleep.
Thankfully I was wearing slippers, with a thick sole, so my feet were protected. Yes, people, wear slippers!!!
There are some that are rechargeable LED motion sensor lights and can be placed anywhere without a power outlet. So you can have a permanent one at the top of the stairs and one modular at the lower stairs but if headlights are more convenient, then stick with it.We do have one of those motion-sensing LED lights at the top of the stairs, but because of the arrangement, there is no place to put any more of them further down. Also, there is a landing half way down, then the stairs turn 180 degrees, so a light at the top is ineffective, hence my use of the LED headlamp. I just put it on the lowest setting and hold it so it just casts light on the floor where I'm walking.
