I would def try the snuggy....why didn't the vet give you a cone/e-collar when the foot was bandaged? This would avoid both the bandaging being pulled off, and him licking at sutures.
Just a thought, but maybe you can call the vet and schedule a recheck, hopefully at no cost, to have them place...
