I had a cat with hyperthyroidism, she was 18. She never had any teeth issues, but she couldn't walk and as it got worse, she couldn't even move. She died a few years ago. I do have an older cat now with teeth issues, and I would definitely suggest taking those teeth out, as you can't for sure...
If the rules for that apartment say no cats, then he can say no cats. He absolutely can tell you that you can't have a cat, but if you provide all needed papers hat prove he is a service animal, then they shouldn't be able to refuse that.
I would definitely call the vet, this could easily be something serious. Depending on what exactly the meds are for, that's something you should consider giving him.
Be careful if you bathe him though, some cats don't need it because of their fur type, (it can dry out their skin) and most hate it, so you will likely get lots of scratches. I never give my cats a bath, but that's just me. :)
