It looks like an infection, or possibly the eye was injured in some way. You should take the cat back to the vet if you can. They'll probably prescribe eye drops at the least. Make sure when you call that you tell them it's urgent so they don't make you wait weeks for an appointment.
Domestic Shorthair, no specific breed. Tabby is a pattern, not a breed. I would call his color/pattern red tabby and white.
What color are his eyes? If they're blue he might be a pointed cat whose color on the body has darkened with age.
Do you have a local pharmacy that compounds meds in liquid for pets? You could call and ask about prices, then either take you prescription in or have your vet call the prescription in for you.

How old is she? Eye color usually changes over the first few months to year of life. I had an abyssinian whose eye color changed gradually and didn't really settle until he was 6 or 7 years (not months) old.

Kitty looks like a Domestic Shorthair with a Mackerel Tabby pattern. Could be called a broken mackerel tabby.
