One baby is out but the placenta hasn't come out yet so the baby is attached to mum still.mum is cleaning it but not pushing out the placenta

Is the baby detatched yet? If not, you can go ahead and cut the cord an inch or so above the kitten's tummy. You can use clean fingernails to break the cord, even.

The first placenta isn't out but I cut the cord the second baby is out and I think mum is eating something out of her vagina but has not fed the first one even yet I don't think she has milk yet

You can make a rice sock for the kittens to snuggle while mom finishes delivering. Fill a sock with uncooked rice, tie it off, and microwave for 5 minutes. Wrap in a towel and let the kittens cozy up to it.
