Flaky Bumps On Ears And Head

Hello! My cat, Pippin has bumps on the top of his head and ears. Dandruff like skin, along with fur comes off when I pet his head. He also has crust in and around his ears. I’ve had several cats and I’ve never seen this before. Does anyone have any idea what this could be?
