I'm sure your vet will check for urinary issues, stones, infection etc.
If it is not that it is most likely behavioral.
Do you have enough boxes for the cats? ( rule is one for every cat plus one)

This will be the third year that we will be out of town for about 2 months.

Is he limping at all?
How are his back legs?
Is he peeing normally?
If he's going to the bathroom normally, peeing normal amounts, then I would guess it could be arthritis.
If he is not peeing normally you may have a urinary issue going on.
It could be possible that these breathing difficulties may not have been sudden, over time he may have been starting to have issues and now you are just noticing as it is so noticeable?
I would get an X-ray asap.

I agree. My old kitty who was prone to urinary problems would literally like dive and start vigorously cleaning/ licking his privates. This is a clear sign of an infection or stones or another urinary problem.
You should take kitty to the vet for a check up and monitor his bathroom habits...
I would just keep doing what your doing, try to get him to eat and drink. Keep him quarantined and wait it out until you can get into your regular vet tomorrow.
You can also try warming up any wet good you are feeding, he may not be able to smell it if he's congested. Warming it makes it smell...
