I have always been told that the chirping sounds are made when the cat is trying to hunt.. And I always read on the internet that it is due to cats frustration when they can't hunt. You can read about it here Why Do Cats Make Those 'Chirping' Sounds?

I think you should try changing the foods until you find the one which Francisco would want to swallow uncontrollably :D Then you should use a RFID bowl and Francisco will only get to it from it.
