Panicked Waking

In all my years caring for cats I have never had this issue but then this is my first radiator rescue. I have a small 8 month old kitten that I rescued from a radiator fan when he was 5 weeks old. The day before I rescued him his brother got eaten by the same fan and for a while he would panic around any fans. That has stopped but now he panics when he wakes up. It only last a couple seconds before he recovers but sometimes in his panic he will attack my older cat. No one has been hurt and the older cat seems to take it in stride but I would love any advice on how to maybe help him reduce his panic.
