I have a couple of litter boxes in the garage for the ferals/outdoor cats and kittens. It's where the food is also. What is something I could use to cut down on the odor? Now that it is getting colder out they use the litter boxes more often. I've been using clumping litter and scoop every day.

Hi
Can you scoop more frequently? I think unneutered toms can have strong smelling urine. Would baking soda help to neutralize the odor?

If it's a urine smell, you could try pine pellets. They do a really good job of masking that smell.... but aren't as good as a finer material for covering up stinky poop. Mixing the two litters might work.
