Well, calling the police can't possibly put you in more danger than screaming obscenities at him, or threatening to kill his dogs. When you sink to his level, you give him every reason to continue his behavior...in his mind, you're just the crazy lady who lives next door. Threatening to kill his dogs is not going to change his behavior, regardless that his dog killed yours.
You can call the sheriff's office and ask what was done. That is your right.
The next time he does something illegal or harmful, you call the police again. Don't engage in a shouting match with him. It does establish a record of his behavior. Someone has to be the rational responsible adult in this scenario.
