Have you tried to leash train her? Some cats are easier to leash train than others but I haven’t met one yet that are incapable of it. Make sure to get a halter (not just a collar and leash) and make sure it is snug but not too tight. If you cannot afford a more expensive cat halter, a small dog halter worked fine with my large cat. As long as it fits well, it should be fine.
You can then take her out for walks. It’s a great bonding experience too.
Another great way for her to get some fresh air is to get a kennel or enclosed puppy play pen. The playpen has a mesh zip up top and mesh sides so she can get all those good sights, smells and sounds of the outdoors. I found an inexpensive one on chewy.com for my foster kitties. It cleans easy and folds down very small between uses. The one I bought was around $25. It’s not as good as a catio but will at least give her a bit of outdoor fun. Just don’t leave her alone in it because she would be a sitting duck for a stray dog and there’s always a small risk of the zipper failing and she could get loose.
