Both of mine were just at the vets are are prefectly healthy. Frankie is almost 12 too! Actually, in many situations it's actually better for the cat to be inside. With proper exercise, diet and care it's probably better for the cat to be inside instead of out. I even grow grass for mine to eat.

That will not make the cat come near you. just give him food. that will make the cat come closer to you. or you can clicker train the cat
