Hilarious cat video

I don't quite know what is going on.
This cat is having a meltdown/singing/hiccuping?!

I watched this video like 10 times today already and I'm still crying and laughing at the same time.

(I'm not worried for it's welfare or thinking it was being hurt because it calms down at the end as if nothing happened...)

It appears the human is scratching near where the tail meets the body. Some cats react like this vocally when you do that. Sometimes it can sound like "love ya, love ya, love ya".

My cat sticks his bottom in the air when I do that, purrs, and rubs his whole body against me but he's a quiet guy to begin with so I've never heard such a loquacious response before!
