It looks like you've already found a lot of great options, but I figured I'd add a couple photos of our balcony from our old apartment in case anyone else is looking. We used chicken wire and a staple gun and attached it to the wood on our third floor balcony. I believe we also threaded the sections together with more wire. A couple of times the cats tried to climb up it, but it was extremely sturdy. One of my more...ignorant...neighbors actually called animal services on us for this because they claimed it was unsafe (which was ridiculous) but even animal services checked it out and said it was really safe.
