Frustrated indoor cat

Our 9 year old cat is a rescue cat and refuses to go outside despite cats protection telling us she would want to. Just outside our flat some pigeons have made a nest. She sits on the windowsill talking to them and is getting very frustrated that she can't get them. What should we do? It's making her grumpy and she won't go outside.

I would never force her to go outside.  If the pigeons are making her crazy, close the blinds/curtains until the babies are no longer there.  If you do take her outside, try taking her on a harness or in a pet tent.  She might feel more secure.  Just be sure she is supervised and not left alone on a harness or in a pet tent.
