Is fasting a normal recommendation before a dental cleaning? If so how long? with or without liquids?

My vet said, 12 hours and no liquids. I don't see why.

Probably because of the anesthesia. Same with people, they don't want anything in the stomach that could aspirate to the lungs.

Dental cleaning on cats requires the use of a general anesthetic, and therefor requires 8-12 hours of NPO before the procedure is done. This is to avoid the risk of vomitus being aspirated should vomiting occur. YES, this means NO FOOD OR WATER. Your cat won't be happy, but will be just fine.

Yeah it’s normal you don’t want them to aspirate and die. Your cat will be just fine. :)

I just talk to two other vets, and they say that since dental cleaning is a routine procedure it isn't needed a blood test. But don't they need it to calculate how much anesthetic to use?

That is really more dependent on weight. I've known some vets who do blood work and others who did not, or not if they were very familiar with the animal.
