Yeah, the tops of our windows can slide down to open, just not sure if they can slam down or not by themselves.

Some of our tops will creep down a little over time. Some will slid down an inch or two over the course of a few minutes. And some you'd need a sledge hammer to even budge them.
The latter being the case when we WANT to move them.
Heck, the bottoms are about the same! LOL
I know of one that takes two people and a few wordy dirds to raise it. Then an hour later it will be almost closed on it's own. :lol:

I suggest the screen rather than the piece of wood, because the wood can fall (or be knocked down), which could cause the window to fall and injure your cat.
If you wedge the long heavy stick or parallel duct tape it to the side of the window it should be fine
