Cookie decided to jump off the porch and run under a bush. Do I need to worry about fleas? She doesn't have flea meds.

Even purely indoor cats should be monitored for fleas. Fleas can easily be transported on people, other pets, bags, coats etc.
You can always buy a flea comb and have it handy, just in case.
