Cat fur not growing back.

I'm back with scout again. He is a black and white short hair cat who is now full of energy after facing death. He had a urinary blockage back around late September and went to the vet and went in nearly dead. He is all good now and seems to be okay. Although they shaved around his paws for needles and support to go in and also his butt. We are now December and his fur has not grown back yet. Is something wrong with him and how do I help him?
