My mother found this kitten alone in a storm when he was about 2 weeks old. He is not your average kitty. He has never purred or meowed. Any help would be appreciated.
Yeah, that is what I think.He is a makerel tabby, but with the slender face and blue eyes he might have some Siamese in him.
I see the eyes ARE blueish. And he was lighter on the body earlier. Which was Willowys test-question.

So the diagnose is clear. He IS a point And has a siamese ancestor not far back to give that head and rather slender body.
Tabby and point, or as they say, a lynx point.
Perhaps both his parents were tabbies, and both were of course carriers of the point gene. So he got the recessive point gene doubled - and become a point,
and also, got the dominant tabby gene doubled up, and this is why his tabby pattern is so strong, almost overhelming the point looks.
A fellow with unusual appearance!
