I typically feed them wet food for breakfast, have kibble out all day, and then feed wet food for dinner. I haven't been refilling the kibble after dinner however. That said, she still scarfs down her dinner even though she's had access to kibble and plenty of treats all day.

That is what I think as well. They were separated from their mother when they were at the most 7 or 8 weeks old, so I'm guessing she just never properly learned how to bury it. I'm lucky that her brother will usually bury anything that needs burying, just like your Peter.
