Point up at the ceiling, yell "What's that thing?!" And then when they look, smear the hair out of their eye 
I leave it alone because it never seems to bother him and it seems to come out eventually and naturally. He does get build up in the inner corners of his eyes, though, and for that I just wait until he sleepy and then quickly remove it. Most of the time he doesn't even figure out what I'm asking!

A sterile saline eye wash may help. Or try a pet specific eye wash.
