Won’t Use Litter Box...help!

We found a kitten who was abandoned by his mother outside who we believe is about 5 weeks old and he won’t use the litter box!
We’ve tried showing him how to dig, we’ve kept it clean then we’ve put a pee in there to show him the idea, we tried different litters, we use a shallow tray he can fit in, we put multiple around the room, in corners and in the open... but no success. We’ve had him a week now and doesn’t seem to be any closer to getting the idea. Online I’ve read they should get it down instinctively pretty quick by 4 weeks old. He does seem to go looking for the litter box but pees and poops right next to it but never In it... any suggestions on what to do?

As he was an outside kitten try putting earth or sand in litter tray instead of litter. Once he gets use to that, gradually add litter to the earth or sand until its all litter.
