Wierd Rash On Kitten's Underside?

I just got in two new foster kittens, about 2 months old, very thin. I noticed one of them has a dark red rash on his stomach. It is kind of circular, and it doesn't hurt him to touch it in fact it doesn't seem to bother him at all. It isn't under the skin, it's definitely on the skin. The skin doesn't look dry or flaky. His brother doesn't have it and they've been on a transport truck for two days before I got them yesterday.

Anyone have ideas on what it could be?

His anal sacs might be impacted- have you noticed him scooting on his bottom? Or maybe it might be a skin allergy? I'd recommend sending that picture to your vet to see what they think.
