Why am I no longer able to see the toolbars when I type a response or start a new thread?

It's just a box. No choices for emoticons, fonts, uploading pics, etc?

I figured this out.  In case someone else has this problem.   I had enabled my tracking protection in Internet Explorer.  When I turned it off , all the options came back  - see?
