Without papers, the breed would technically be brown spotted tabby and white Domestic Shorthair. Do you know if he was born with a bobbed tail, or is it short as a result of an injury? If it's natural, we might consider some American Bobtail influence. He's a cute little guy, certainly!

he was born that way we also have his sister she has just a slightly longer stub and where his markings are spotted hers are stripes
