The pic is fuzzy so it's hard to tell. I can't tell if his ears just kind of blend into the backgroud or if they're actually folded. If his ears are folded, yeah, Scottish Fold.
Also his legs look like they might be short, if so then he is a Munchkin. I don't think there's such a thing as a folded Munchkin so one or the other
