is She pure persian?  if so why does she have tufts on her ears? what is her color exactly? shes got black paws and jawline .im confused

Silvershaded black and silver tabby?   she isnt not of the modern flatface type, but could be of the doll-faced persians.  Whoever she is, she is a beautie.

Wouldnt she be called chinchilla?

The color looks to be silver tabby. A less modern style Persian type. To answer the question about the cat being a chinchilla, no the tipping is WAY to dark to be chinchilla. A chin just has a light dusting of color giving the coat a sparkling look.
