What are you best tips for keeping the litter box odor smell under control?

i scoop everyday and clean the box once every 15 days by throwing the old litter out, washing it water and then drying with tissue. I then put some baking soda at the bottom ..sprinke it all over and then pour the cat litter. I then add activated charcoal and mix it around in the litter.
I have noticed if i dont throw away the old litter every 2 weeks or so he kinda gets annoyed, but i have 2 litter boxes one in the bedroom and one outside in the living room. He mostly uses the one in the living room and the bedroom he uses to pee only a little bit. Out side is where he dumps it all.
