Twitching Tail…

My Pi-Pi has had a problem with his tail for a few months. It twitches involuntarily and puzzles him and I think scares him. He runs when it happens to escape it which of course he can’t. Sometimes he bites at it and yowls. His only saving grace with that is he is missing 9 teeth which were removed due to periodontal disease. I have done a lot of research and it seems to have all the symptoms of FHS. He was examined by his veterinarian who said he was otherwise healthy. He did not confirm his behavior as FHS nor deny it. He said to keep him on a regular routine and make sure he is not bored, both of which I do. I have read that CBD oil can help cats with these symptoms. Do any of you have an opinion or advise?

It does sound like mild FHS, at least to me. And since it can only be diagnosed by symptoms, vets are cautious about pinning that diagnosis down.
