My Persian does that, I always considered that she is whispering as she certainly has a voice: she screams at the other cats when they get too close and she feels threatened or if I step on her tail (sorry about that!)
My other cats would be meowing but she just opens her mouth and says: mhekh, that's the best I can transcribe it (if you speak German it would come out as "mchech" or Spanish as "mxex") and she would raise her paw and pat me on the arm or wherever. She does that a lot first thing in the morning when she wants me to get up. She is 16 years old and has done that since I got her 6 years ago, I thought at first somebody had cut her vocal cords (some people do the weirdest things including mutilating their animals) as she also had been declawed.
