Runaround from breeder. What can I do?

I purchased a Norwegian Forest Cat 3 years ago from a breeder that seemed reputable at the time. I was on the waiting list for that whole 3 years. Since then the website has gone done down and she messages me every month or so only recently and says she has a kitten for me but when it comes time to pick it up something comes up and she pushes the date out. The kitten is now 18 weeks old if it exists at all. What do I do? It's the endosglade cattery if anyone is familiar. I'm scared I've been scammed. I know breeders are busy but this seems to be extreme.
