Not Being Able To Put Up Profile Picture/view Certain Pages

To change my profile picture, I went on my profile page and clicked on my profile icon, but an error showed up saying "You do not have permission to view this page or perform this action." I tried looking for guides, but the pages I try to pull up show the same error pops up, or it shows that the page does not exist.

Is this supposed to be happening? I'm not sure if I'm just doing this wrong or am super blind or what haha

Have you tried clicking on the miniature avatar at the top right, next to INBOX, and choosing "avatar" from the dropdown menu?

I don't seem to have the Avatar link on my menu

That's odd. An administrator is going to have to check your settings.
