My Neighbor Assaulted My Cat

Peanuts left eye has been tearing up excessively for the past 6 months or so. I took him to the vet and they told me it's not a big problem and said it might be allergies and prescribed eye drops. Well, it didn't help and his eye, just the left, will not stop running ! What could be causing this ?

Do you have a photo you could post? My Poppycat's eye gets weepy, and I keep the area just below his eye, along the upper part of his nose clean with a q-tip.
