we have a cat that just gave kittens. A family member is claiming that the cat needs a whole room to raise her kittens. But this forces a person to live in the living room. Is this correct?

Hi! Welcome!!
She doesn't require an entire room in regards to square footage. Assuming there's furniture in the room, that actually could be dangerous for the kittens especially while they're so tiny but even later on.

However, your family member may be thinking of keeping children away from the kittens, which is quite important, and also may be thinking of the need for mama cat and the kittens to have peace and quiet so she can relax and nurse, and so they can sleep.

A quiet bedroom away from the hustle bustle around the house is perfect for mom and kittens right now, but no one needs to move out. The occupant of the bedroom may still sleep in the room! :)
