So, I got a lot of the mats out with vegetable oil and a brush, inside the mats where a LOT of dirt and bugs and such. But the skin under the mats was red... Is this normal.
Backstory: we picked her up from boarding and she had the mats beacuse of her collar. So there were all in the neck area.

Anyway, she still has one mat. Is the red skin normal for a mat being there for over a week? What about the bugs and dirt?

The mats were irritating Ruby's skin, so yes, red skin would be normal.

Bugs and dirt?  Certainly mats give a place for bugs to hide, and they also make it pretty much impossible for the cat to clean.  So I'd have to say that this is not unexpected.  But what kind of bugs are we talking about?  Did the bugs come from the boarding facility?  And even if you think she got the bugs after coming home, I would also have to say that if we were talking about Jasmine I would make a point of never taking her to the same boarding facility again.  They obviously didn't take proper care of Ruby, which is what you paid them to do.
