15yo cat
was fixed approx age 5 upon rescue

When he’s distressed (baby or kitten crying, or I’m asleep and he wants a treat but I’m not getting up at 3am to get him tuna) he’s been biting blankets, doing that paw-mush thing kittens do when they want to nurse from their mother and purring or even crying and his eyes dilate

What??
Why?? It’s almost like he’s trying to mate the blanket tbh

No he isn’t trying to mate, he is just comforting himself. It is extremely common for cats of any age to do that when they like the feel or texture of a certain material. They may purr, meow or even drool while they knead up and down.

This self-comforting behavior is so common that there's even a (rather wonderful) word for it...smurgling. Just let him have at it. It certainly won't hurt a thing. My own cat's preferred spot is the inside of my right elbow (thankfully, I'm left-handed), to the point that I look like I have some bizzare skin condition from all the tiny claw-pricks.
