She is most likely pregnant. Cats are extremely fertile. Not acting quickly here is a risk to her health. You either need to have her spayed now, my recommendation, or you need to keep her 100% inside and start feeding her unlimited kitten food in order to support as healthy as you can.
Cats in heat are receptive to other males. It’s a hormonal response and has nothing to do with her liking other cats.
It is unsafe and unfair to allow her to have even one litter by a random tom. She can be exposed to sexually transmitted diseases and parasites. The act of mating can also be quite violent for the female.
Please reconsider. Let your cat be your pet and not a breeding machine. If you have fostered, you know how bad the overpopulation problem is.
