IL HB184 passed both houses 5/27. THE GOVERNOR HAS NOT YET SIGNED IT! The
governor hadbeen getting a steady stream of phone calls last week. KEEP IT

24 ....... The Board is authorized by ordinance to require the
25 registration and microchipping of dogs and cats and shall
26 impose an individual animal and litter registration fee. All
27 persons selling dogs or cats or keeping registries of dogs or
28 cats shall cooperate and provide information to the
29 Administrator as required by Board ordinance, including
30 sales, number of litters, and ownership of dogs and cats. If
31 microchips are required, the microchip number shall serve as
32 the county animal control registration number. All microchips
33 shall have an operating frequency of 125 kilohertz.

INDIVIDUAL ANIMAL AND LITTER REGISTRATION!

RE: "No animal shelter or animal control facility
shall release dogs or cats to an individual representing a
rescue group unless the group has been licensed by the
Illinois Department of Agriculture or incorporated as a
not-for-profit organization."

This will prevent most cat putrebred rescuers and many other rescuers
from doing rescue!
Many are NOT 501(c)3s as this costs about $1000 to file and means lots of
paperwork.
And most purebred rescuers will not abide intrusions into their homes and
the paperwork and fees required. All cats will also be required to be
licensed and counties given the authority to mandate microchipping.
