Hi! How do I make an ourdoor shelter that will stay warm and dry?

I have heard of putting an electric heating pad and/or a light bulb
in some kind of shelter to keep a cat warm and dry.

What kind of a box or whatever do you start with?

How do you insulate?

How do you keep it safe for the cat and for the house?

I'm thinking about locating it under our deck and right next to our house, with the opening facing toward the house or to the east....I think that would keep it the driest and away from the north wind / snow and west rains.

Note: I have a kitty inside. The one I'm asking about the outdoor shelter is actually my neighbors cat. He doesn't like living with them anymore and wants to live with me. But he does not like my cat either. Sorry buddy, my cat come 1st!
I love him and feed him but he can't come inside.

You could get one of the smaller igloo dog kennels (domed shaped) to put under there. Face it away from the winds and put a cushion inside. Also you can put straw inside to keep them warm.

Maybe even attach a small flap to keep strong winds out.
