I have never seen anything like that myself. is it hard or soft or oozy? have you tried cleaning to see what it might do for it? I am just asking questions to get a better understanding is all..

It looks like it could be a horned claw which are caused by too much keratin. They are harmless. Maybe to put your mind at rest you could send the photo to your vet for his opinion .

It’s hard and when I flick it or try to move it, it doesn’t move. But no oozing
