Flopping over and crawling

A quarter of the time, when I call my cat, he will run full speed until 3-4 feet away from me.  He then flops over onto his side and uses his front paws to pull himself the remaining few feet to me. Does anyone have an idea why he is army crawling on his side like this? 

The rest of the time, when he actually does come when called, he runs full speed until he gets to my feet and then  stands on his hind feet for me to pick him up; or he stops three feet away and stretches and then saunters the rest of the way to me.

Maybe its a submissive thing?

I have a cat who does the same thing, but its usually when he's being bad (and getting away with it). When I used to live in an apartment, he would periodically "run away", and I would follow him out into the hall where he would be laying on his side and dragging himself along. I found it very amusing.

It's a cat thing. I believe they're showing you they aren't going to do everything you want them to do unless they feel like it.  
 It's one of the things I love about cats.
