there is a serious fracture, he’s feral, a bit apprehensive but friendly when seeing food. The adults probably aren’t willing to take him to a vet. Our country is in turmoil and things are hard to source (third world country problems). He’s a cat that regularly visits my grandma’s house. Any tips on easing pain and helping him eat better?

Welcome to The Cat Site and thank you for taking care of this cat as best you can. This is a very difficult situation as you have said already that this is a severe break. Most cat dental issues require a vet. A minor break may eventually result in nerve death after a few months, but there is a lot here which is a gray area. The cat is probably not going to let you handle him easily, or can you? There is really no topical remedy for broken teeth. If you could even go to a vet who could pull the tooth, it would be the best solution.
