Dogs have parks... what about cats?

I think some communities also recognize a cats nature to roam and hunt and they do not issue "cat at large" citations, while a dog poses a greater threat to the general public (of someone getting bitten or mauled).  So it seems like the dogs might also have cause for a discrimnatory suit too - if they chose to go that route.
