He does resemble a Turkish Van.
That doesn't mean he necessarily is one; that's a very rare breed, and other cats can turn out by chance to look like a breed. There are cats from other places who look quite a bit like the Turkish Van.
An experienced Turkish Van breeder / show exhibitor or cat show judge could tell more the similarities and differences especially if they had a chance to meet him in purrson.
but anyway you can certainly call him a Van-Alike!
