My boy will do this. So far we haven't managed to pinpoint the issue exactly but it could be anxiety related, but could also be allergies (food, contact, environmental). Definitely take her to the vet, it's not normal and she's probably distressed by the constant itching.
Hi well my fur baby "rocky" use to do that, I did carry him to the vet and it turns out that, he had some realy small mites on him, so I had to treat him with a spray, so I bought the front line spray, so far he has stop doing that to himself, hope my advice helps you...
