So our cat likes to follow me around or follow after me and sometimes he will wrap his paws around my leg while I'm walking. It's like he trying to get me to stop walking? He never bites when he does it, he never stalks me or pounces at me and we make sure he gets enough personal play time everyday (he's got cat trees and toys everywhere). But he keeps doing this! My husband remarked on it today since its the first time he saw Darcy do this. It turns out he never does this to my husband, only me. I honestly don't know how to feel about it. He doesn't hurt me but I don't want to encourage him to think of my leg as something to "grab" in case he starts to think its a toy! to Is he just being affectionate?  He'll meow before he does it if that means anything.

He might be doing it because he can't actually get up to cuddle you himself.  If he's not a "cuddly" cat, it might be that this is the only way he feels comfortable socialising with you, if there's no claws and biting, then I don't see it as vicious but I'm no expert.

My kitten also does this, usually when I am not paying enough attention to her and she wants to be cuddled. Or she will climb up because she is curious as to what I am doing like when I am washing the dishes.

Don't worry, it is not because she does not get enough attention it's because she can't get enough of your attention

Awww now I feel bad for hissing at him to deter it
I read about cats going after hands and feet so I assumed that's what he was doing! He just wants my attention? That's very sweet.

I don't think it's necessarily bad to discourage him from doing it.  You could trip and fall.

How old is is and how long have you had him?

The play kind is usually more physical than just putting his paw around your leg. Mine loves to put his paw on my arm when I'm at my desk -- that's his way of saying he wants food. Your cat is trying to tell you something, but it may take some time to figure out what it is. It could be something as simple as "hi".

Discouraging him isn't a bad thing, as Mooch said, you could trip if you're not careful. If hissing made you feel bad, you could try something more gentle, like slowly unwrapping his paw when he does that. This may not necessarily work either, if his intention was to get you to pay attention to him, since he could interpret you unwrapping his paw as "attention". Go with your instinct, listen when he does it. He's communicating, and if we try hard enough, we can hear what they say.

He's about 8 months we think, definitely less than a year old. We've only had him about a month now. He first started to do it when I went to the bathroom, he would walk beside me, meow and then bunny hop and hug my leg. We know he hates us being behind closed doors because he wants to be able to get to us, so maybe he's just being a needy cat.
