Cat fur mildew?

My cat likes to hop in the tub and lick the drips from the faucet but most of the drips land on his head. He's always got a wet head. Just a little patch about the size of a quarter. But I've noticed its started to smell funny? Maybe like mildew.

I just wanted to know if that's actually possible for his fur on his head to grow something like that just from being wet every once in awhile?

Also, if this is mildew in his fur, how would I clean it and keep him safe?

White vinegar diluted 50:50 with water would work to kill the mildew. When I had long hair, if I went to bed with my hair wet, sometimes it'd smell mildewy in the morning so I think it's possible if it's wet long enough.
