If I were to breed a registered American Short Hair with a Persian would I be able to register the litters as Exotic Short Hairs?

Although American Shorthairs were once used with Persians to create the first Exotic Shorthairs, this is not done any more. At this time, the Exotic is a shorthaired Persian, with different physical type from the American Shorthair.

What registry are you working in?

In CFA, the only allowed outcross for the Exotic is the Persian. Here are the registration rules in CFA:
So you can produce Exotics by breeding two Exotics together, or Exotic + Persian.

In TICA, the Exotic is in the "Established Breed" category, so you can only use cats within its breed group. Again, this means you can use only Exotic and Persian. Here's a PDF with TICA's registration rules:
TICA does allow the use of any breed as an experimental outcross, so there would be a way to register kittens out of an American Shorthair bred to a Persian, but the offspring would not be eligible for full stud book registration for three generations.
